The Regional Government of Andalusia: “The Singular Projects will provide the productive sectors with the human capital they need”

Madrid, May 21, 2026.- The Regional Government of Andalusia has highlighted its commitment to training and adapting talent to the needs of the labor market as key axes of its employment policy. This was made clear during the round table “Training and innovation to boost talent in employment”, held within the framework of the III Conference on Challenges of Public Administrations in Innovation and Training, organized by ODILO in collaboration with AWS. 

In this context, the Secretary General of the Public Employment and Training Service of the Ministry of Employment, Business and Self-Employment of the Regional Government of Andalusia, María Victoria Martín-Lomeña, shared the vision of the Andalusian administration on the need to strengthen training systems as a key lever for employability and the adaptation of talent to the new demands of the labour market.

The Andalusian official explained that “in Andalusia we provide the Andalusian productive sector with the human capital that they need and that they have demanded from us, thus strengthening their capacities and, with this, favouring business growth, the internationalisation of companies, and the creation of quality employment, with the implementation of Singular Projects”. In this sense, he referred to the Singular Project in the naval sector of Cádiz, convened in December 2024, or those aimed at the  Andalusian aerospace industry, the new job opportunities related  to green hydrogen or the demand for personnel at the Army logistics base in Córdoba (four projects that will total, from 2024 to 2027,  a budget of €22.8 million and will allow the training of more than 20,000 people).

Martín Lomeña has indicated that the objective of the Andalusian administration is “to continue training and educating people to improve their employability, acting in two directions: on the one hand, offering free and quality training in transversal or basic skills, and on the other, building a more specific offer and adjusted to the needs of certain sectors,  through the so-called Singular Projects”.

He also pointed out that the Andalusian employment model is moving towards a greater connection with the business reality, stressing that “companies tell us where we should go”, in a context in which active listening to the productive fabric becomes a key element for the design of public employment policies. In this line, he added that “courses have always been held and they were measured by their supply and demand. Now that is not valid, we have to measure the impact of training and we are working more and more on the design of training to offer what students need”, underlining the paradigm shift towards a model oriented towards results and real employability. 

Continuous learning, collaboration, and system transformation

“In a scenario where Artificial Intelligence and changes in the labor market advance at a dizzying pace, continuous learning is no longer a desirable complement. Today it is a structural need of the public sector. We are obliged to constantly retrain citizens so that they are not left behind, of course, but also our teachers and the public employees themselves who design the future of these policies,” said Sarah Harmon, CEO of ODILO.

For her part, Ainhoa Marcos, VP of Public Sector and Education, ODILO, said that “if we have learned anything in these years, it is that the great challenges we face cannot be solved in isolation. We need collaboration. We need to share knowledge. And we need to build bridges between the public and private sectors to promote projects that really generate an impact on people’s lives,” he said.

 Esther Monterrubio, Secretary General of Vocational Training of the Ministry of Education, Vocational Training and Sports, was in charge of the inauguration of the event and emphasized that VT is strengthened when centers and companies work together: since this will train competent people capable of joining real environments and capable of adapting. 

An unmissable event in the calendar for administrations

The III Conference on Challenges of Public Administrations in Innovation and Training of ODILO has established itself as a meeting space for institutional leaders in the field of education, employment and social impact.

Representatives of different national and regional administrations have participated in this third edition, sharing experiences and lines of action around the transformation of public education, employment and social systems. At the table on New strategies for educational digitalisation and continuous learning, officials from the Regional Government of Extremadura, the Government of Cantabria and the Xunta de Galicia, focused on educational digitalisation and continuous learning, took part; at the table on Training and innovation to promote talent in employment, representatives of the Community of Madrid, the Regional Government of Andalusia and the Government of the Canary Islands addressed training, professional requalification and the adaptation of talent to the new demands of the labour market; while at the table that focused on maximizing the social impact of Public Administrations, the Region of Murcia, the Government of Andorra and the Generalitat de Catalunya have shared initiatives linked to inclusion, attention to diversity and innovation in public services.
