The Regional Government of Extremadura: “The digital well-being of students and teachers is key to achieving educational quality”

  • The General Director of Innovation and Educational Inclusion of the Ministry of Education and Vocational Training of the Regional Government of Extremadura, Carmen Gómez Labrador, has mentioned the School Code 4.0 Program as a framework to ensure coordinated progress in the educational digital transformation.
  • These statements were made within the framework of the III Conference on Challenges of Public Administrations in Innovation and Training organized by ODILO, where the situation in terms of innovation applied to training and employment was analyzed from a transversal perspective, covering continuous training and the adaptation of talent to the new challenges of the labor market and public services.

Madrid, 21 May 2026.- The Regional Government of Extremadura has highlighted its commitment to advancing the development of digital well-being in the field of education. This was made clear during the round table “New strategies for educational digitalisation and continuous learning”, held within the framework of the III Conference on Challenges of Public Administrations in Innovation and Training, organised by ODILO in collaboration with AWS. 

In this context, Carmen Gómez Labrador, General Director of Innovation and Educational Inclusion of the Ministry of Education and Vocational Training of the Junta de Extremadura, has shared the vision of the Extremadura administration on the need to consolidate the digital well-being of teachers and students, pointing out that: The key is to contextualise digitalisation so that it is really useful and that it is perceived as a natural way to integrate training with innovation in schools”.

In this regard, he referred to the School Code 4.0 Programme, on which he indicated that “we have developed a common framework that ensures that we are all moving in the same direction” and that includes “clear guidelines on the ethical use of AI to ensure a responsible and people-centred approach”. 

The head of Extremadura has also highlighted the importance of promoting the continuous training of the teaching staff with a double objective. On the one hand, to reinforce their role of accompaniment in the learning of the students. And, more urgently, to assimilate the latest advances in technology so that they can transmit this knowledge and connect with new generations that are increasingly digital.

“We are working decisively on the continuous training of teachers, with a commitment focused on quality and responding to the real needs of teachers. We want useful, practical and transformative training, capable of generating real and sustainable changes in the classroom”.

To conclude, he indicated that the objective of the Extremadura Administration is to make digital training a lever for “real and sustainable changes” without forgetting that the “technological challenge is also educational and human”.

Continuous learning, collaboration, and system transformation

“In a scenario where Artificial Intelligence and changes in the labor market advance at a dizzying pace, continuous learning is no longer a desirable complement. Today it is a structural necessity. We are obliged to constantly qualify citizens so that they are not left behind, of course, but also our teachers and the public employees themselves who design the future of these policies,” said Sarah Harmon, CEO of ODILO.

For her part, Ainhoa Marcos, VP of Public Sector and Education at ODILO, said that “if we have learned anything in these years, it is that the great challenges we face cannot be solved in isolation. We need collaboration. We need to share knowledge. And we need to build bridges between the public and private sectors to promote projects that really generate an impact on people’s lives,” he said.

 Esther Monterrubio, Secretary General of Vocational Training of the Ministry of Education, Vocational Training and Sports, who was in charge of the inauguration of the event and emphasized that vocational training is strengthened when centers and companies work together: since this will train competent people capable of joining real environments and capable of adapting. 

An unmissable event in the calendar for administrations

The III Conference on Challenges of Public Administrations in Innovation and Training of ODILO has established itself as a meeting space for institutional leaders in the field of education, employment and social impact.

Representatives of different national and regional administrations have participated in this third edition, sharing experiences and lines of action around the transformation of public education, employment and social systems. At the table on New strategies for educational digitalisation and continuous learning, officials from the Regional Government of Extremadura, the Government of Cantabria and the Xunta de Galicia, focused on educational digitalisation and continuous learning, took part; at the table on Training and innovation to promote talent in employment, representatives of the Community of Madrid, the Regional Government of Andalusia and the Government of the Canary Islands addressed training, professional requalification and the adaptation of talent to the new demands of the labour market; while at the table that focused on maximizing the social impact of Public Administrations, the Region of Murcia, the Government of Andorra and the Generalitat de Catalunya have shared initiatives linked to inclusion, attention to diversity and innovation in public services.
